Campbell County commissioners approve updated Shared Roads Agreement with Gillette

GILLETTE, Wyo. — The Campbell County Board of Commissioners approved the 2025 Shared Roads Maintenance Memorandum of Understanding with the City of Gillette during its meeting Tuesday. The agreement, which has been in place since 2011, delineates the maintenance responsibilities for roads within and around the city that cross jurisdictional boundaries.

Kevin Geis, Campbell County Road and Bridge director, presented the updated MOU to the commissioners, saying it is reviewed and updated every two years to establish an equitable system for splitting the maintenance of shared roads for cost savings and efficiency.

Maintenance under the agreement includes the care and upkeep of roadways and associated bike paths, including bridges, drainage structures, surfacing (overlays, chip seals, crack seals and total reconstruction), right-of-way mowing, pavement markings, roadway signage, fencing, litter control and snow removal.

The definition excludes city-owned or privately owned utility lines or structures.

Generally, the county will maintain belt roads, excluding Wyoming Department of Transportation–maintained Skyline Drive on the west, while the city will assume maintenance responsibility for interior roads, Geis said. However, the MOU includes several specific exceptions, outlining which entity will maintain certain segments of roads such as Echeta Road, Force Road, Buckskin Drive, Little Powder River Road, Hannum Road and Swanson Road.

It also specifies that local public streets within the Gillette city limits remain the city’s responsibility, and local streets outside the city limits are the responsibility of individual homeowners, homeowner’s associations or improvement districts.

A key update in the 2025 MOU reflects the in-progress extension of Boxelder Road from the Fox Park Road intersection east to the Pronghorn Industrial Park, which will be maintained by the city when complete.

During the meeting, Commissioner Jerry Means raised a question about the future maintenance of Fox Park Road, which accesses the CAM-PLEX facilities. Geis said it’s a public land board road, and while the city and county have provided some maintenance, its long-term responsibility needs further discussion between the city, county and public land board.

The commissioners unanimously approved the updated Shared Roads MOU. Geis noted the agreement has worked well, fostering good communication and preventing overlap in maintenance efforts between the city and county.
