City of Gillette, WYDOT enter cooperative agreement to extend Sinclair Street

GILLETTE, Wyo. — The Wyoming Department of Transportation and the City of Gillette have entered into a cooperative cost-share agreement to extend Sinclair Street in 2028. 

The agreement will facilitate an extension of Sinclair Street from Garner Lake Road to Miranda Avenue. The project is part of WYDOT’s Urban System Plan for the Gillette area and is expected to cost as much as $2.2 million.  

According to the agreement, WYDOT, through funding provided by the Federal Highway Administration will contribute a cost share of 90.49%, or up to $1.92 million. The city, in turn, will cover the remaining 9.51%, or $201,686 as well as cover actual costs and reimburse the same for WYDOT within 45 days after submission of the invoice. 

Per the agreement, the funding will be applied to the design and construction of roadway surfacing with the city covering underground utilities and other work associated with construction. Underground utilities are expected to cost around $250,000. 

According to City Development Services Director Ry Muzzarelli, construction is set to begin in 2028 and the city’s portion of the expense will come from the Optional 1% Sales Tax.

Once the project has been completed and accepted, the city has agreed to assume all maintenance responsibilities while not closing or abandoning the new roadway without written consent from WYDOT, the agreement says.
