Why the Community for Campbell County is voting for the Gurley Overpass SPET Project

We are in the final days of the 2024 general election and we (Community for Campbell County) wanted to share with voters why we are voting for the Gurley Overpass SPET Project. 

Gurley Overpass needs to be replaced because the life and safety of the bridge is determined by the “deck life.” During a presentation to the County Commissioners regarding the SPET ballot in March 2024, the City presented the following summary of the issue with the overpass. “The range for the estimated end of life of the bridge is 2025 to 2028. … Any further work on the Gurley Bridge deck requires a full deck replacement. … Given the cost of full deck replacement, other structural issues with Gurley Bridge, and the age of the bridge, it may be more economically feasible to build a new bridge.”

In 2021, an engineering study was conducted to consider replacing, repairing or closing the bridge. The study concluded that replacing the bridge would provide taxpayers and the community with the best value and return. The Gurley Overpass should be replaced because it is key infrastructure, serving 10,000 vehicle crossings a day and keeping the railroad tracks free of road vehicles. The replacement bridge will be four lanes and include dedicated space for pedestrians and bicycle traffic. The replacement bridge will also have a higher load rating to support the easy flow of commerce.​

Replacing Gurley Overpass is the best investment for the community. To help offset the cost, the City of Gillette has set aside $6 million ($1 million per year) and will continue to set aside this money for the project. The City also secured $3 million through federal appropriations. The City has also tried to secure funding from the state via WYDOT but could not because the bridge is not a state-maintained structure. The City has also worked with State House and Senate officials to try and secure funding but was unable to secure any additional funding through those measures.

We understand that taxes are a serious matter. We know that people have struggled with inflation. We support the Gurley Overpass SPET because a functioning community needs infrastructure like roads and bridges. We know that Campbell County is a strong and proud community. Many members of our group are third, fourth and fifth-generation Campbell County families. We want to maintain the great community we have built over the last century and prepare for the industries and jobs of tomorrow with infrastructure projects that will attract business and encourage young families to make Campbell County their home and future. 

Vote now through Nov. 5 for the Gurley Overpass SPET Project.
