1% excise tax proposal set for ballots in November

GILLETTE, Wyo. — After passing muster with city councils in both Gillette and Wright, a proposal on whether to implement a 1% excise tax will be posed to Campbell County voters this November. The joint resolution was approved by the Campbell County Board of Commissioners as part of its consent agenda Tuesday.

The tax would be no more than 2% on retail sales of “tangible personal property,” services and admissions within Campbell County.

Voters will decide what project within the county will be funded by the tax by selecting from three proposals. Within the ballot language, voters do have the option to vote for or against multiple of the projects proposed.

The first ballot option is to use $12 million generated from the tax to fund construction of roads, curbs and gutters and multiple utilities in the Sagebluff Addition housing project.

The second is to fund the construction of a replacement for the Gurley Avenue Bridge over the BNSF railroad with $30 million from the generated tax revenue. The bridge would be known as the Mike Enzi Memorial Overpass Project, and the new bridge construction would include improved pedestrian access and other enhancements.

The third proposition was first put forward by the Campbell County Public Land Board in December. Its request would have excise tax funds used for the associated costs of constructing new multi-use indoor arenas and other improvements to CAM-PLEX grounds.

The ballot question will be put to Campbell County voters in the General Election on Tuesday, Nov. 5. To view the full resolution document, see the attached file below.
